Process
IPT&E principal Dr. Sandra Ratcliff Daffron worked with an advisory committee appointed by the Hawaii and Illinois state court, as well as a court administrator and judicial educator from each state to develop a long-range plan for the proposed judicial institute. Dr. Daffron analyzed surveys of the training and education needs of sitting judges in Hawaii and Illinois and determined the necessary programs and instruction.

Deliverables
A comprehensive documentation package for the proposed judicial institutes included:
  • Summary of all judicial surveys
  • Summary of similar state judicial education programs
  • Formal proposal for establishment of the judicial institute
  • Complete listing of all educational programs, conferences, and symposia
  • Startup and two-year operating budget for the proposed institute
  • Job descriptions for a judicial educator and staff for the proposed institute
  • Detailed three-year plan for all state judicial education programs.
